The RCSC Coordinator provides administrative, case-coordination, and resident-support services under the direction of the Resident Compliance and Support Manager. The Coordinator helps residents navigate Reasonable Accommodation requests, VAWA matters, complaints, transfers, and hearings, and supports recordkeeping, communication, case tracking, and training activities.


Scope of Authority: This position does not make eligibility, approval, denial, legal, compliance, Reasonable Accommodation, VAWA, grievance, or hearing determinations. Any matter requiring evaluation, interpretation, or a formal decision must be referred to the Resident Compliance and Support Manager.


ESSENTIAL DUTIES AND RESPONSIBILITIES

Duties are grouped below by function to make expectations easier to track. All duties are performed under the direction of the Resident Compliance and Support Manager and within the scope of authority stated above.


A. Resident Communication & Compliance Intake


1. Serve as the compliance point of contact for residents with an open Reasonable Accommodation, VAWA, grievance, or hearing matters; answer procedural questions specific to that matter.


2. Review Reasonable Accommodation, VAWA, complaint, and hearing forms submitted by residents for completeness, and explain any missing information or next steps.


3. Distribute Reasonable Accommodation, VAWA, and other compliance-related forms, notices, and resource materials to residents and staff.


B. Case Documentation & Records Management


4. Receive, date-stamp, log, scan, and route incoming Reasonable Accommodation, VAWA, and supporting documentation; ensure time-sensitive case documents are routed promptly to the Resident Compliance and Support Manager.


5. Log and track Reasonable Accommodation requests, VAWA matters, complaints, and other assigned matters; follow up on outstanding documentation as directed.


6. Maintain accurate case files and tracking logs.


7. Enter and update case-related information in MIS, Yardi, spreadsheets, databases, and other agency tracking systems.


8. Maintain confidential electronic and physical case-filing systems and archive records in accordance with agency retention requirements.


9. Perform duties relating to ADA/Section 504 compliance, accessibility, Reasonable Accommodations, VAWA, grievances, and resident-support activities.


10. Assist in monitoring LIPH, HCV/PBV, transfer, and accessible-unit waitlists.


11. Assist with quality-control reviews of files, waitlists, transfer lists, and other records.


12. Identify persons with disabilities who need accessible units, ensure they are placed on the appropriate waitlist, and perform quality-control review of waitlists for accuracy.


13. Coordinate ECC/HANH departments in obtaining and coordinating information related to matters assigned to the Resident Compliance and Support Manager.


14. Coordinate scheduling Reasonable Accommodation meetings, informal conferences, resident meetings, and other appointments.


15. Prepare and organize files, documentation, and materials for meetings, committees, hearings, and case reviews.


16. Prepare routine correspondence, notices, and acknowledgement letters for review and approval by the Resident Compliance and Support Manager.


17. Compile data and assist in preparing reports on Reasonable Accommodations, VAWA, hearings, complaints, waitlists, transfers, and other assigned activities.


E. Training Support


18. Assist with preparing and distributing training materials, forms, policies, procedures, and other compliance-related materials, including digital learning resources.


19. Conduct or facilitate small-group trainings, informational sessions, or refresher sessions for groups of no more than five (5) participants, under the direction of the Resident Compliance and Support Manager.


F. Confidentiality & Other Duties


20. Maintain confidentiality and HIPAA compliance regarding Reasonable Accommodation, disability, VAWA, grievance, complaint, and other sensitive information.


21. Assist with special projects as assigned.


22. Perform other related duties as assigned.


Requirements


PERFORMANCE STANDARDS

The Coordinator is expected to meet the following standards. Performance against these standards will be reviewed by the Resident Compliance and Support Manager as part of regular supervision and formal performance evaluation.



  • Accuracy: Intake logs, case files, and system entries (MIS, Yardi, spreadsheets) are complete, correctly dated, and error-free.

  • Timeliness: Incoming requests are date-stamp, logged, and routed within the timeframe set by the Manager; outstanding documentation is followed up on as directed.

  • Confidentiality: Resident information, disability-related information, and case records are handled in compliance with HIPAA and agency confidentiality policy at all times.

  • Scope compliance: Refers any matter requiring a determination, interpretation, or approval/denial decision to the Resident Compliance and Support Manager rather than making the determination independently.

  • Professional conduct: Interacts with residents, visitors, and staff with courtesy, tact, and good judgment, including with residents who have disabilities or are in distress.

  • Responsiveness: Answers procedural questions accurately and escalates questions outside their authority promptly.

  • Attendance & reliability: Reports to scheduled shifts and meets attendance expectations, given the front-facing nature of the role.


PHYSICAL REQUIREMENTS

This position is primarily office-based. The Coordinator must have the manual dexterity to use standard office equipment (keyboard, calculator, scanner) and must be able to communicate effectively in person and by telephone. The case-management and administrative components of the role require the ability to bend, stoop, and lift up to 40 lbs (e.g., moving case files and records). The Coordinator must be able to drive a vehicle to move between worksites for meetings or site inspections.

MINIMUM QUALIFICATIONS


  • Bachelor's degree in Public Administration, Human Services, Social Sciences, or a related field, plus five years of work experience in affordable housing and/or urban policy and operations; or an equivalent combination of education and experience that provides the knowledge, skills, and abilities to perform the essential functions of the job.

  • ADA Coordinator Training and Fair Housing Certification preferred or obtained 90 days of the hire date.

  • Experience developing training content and using learning technologies, including preparing training materials, presentations, and digital learning resources, and supporting delivery of staff or small-group trainings.
