The US base salary range for this position is $121-210K + benefits. Salary ranges are determined by role, level, and location. The range displayed on each job posting reflects the minimum and maximum target for new hire salaries for the position across all US locations. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.

Responsibilities

Are you a passionate Research Security Advisor with expertise in supply chain risk assessment? Are you ready to support the Advanced Research Projects Agency for Health (ARPA-H) in their mission to accelerate better health outcomes for everyone by supporting complex and leading-edge research and development (R&D) projects designed to arrive at high-impact solutions to society's most challenging health problems?

We are seeking a Research Security and Supply Chain Risk Advisor to serve as a Scientific Engineering Technical Advisor (SETA) in support of the Chief Operating Officer (COO) (in the Eastern Time Zone) and work in our remote office. This role will support the Research Security Team within the Office of Operations. In this role, you will support the COO, regularly interacting with Government security personnel as well as Program Managers from throughout the Agency. You will provide support and advise on a range of R&D program security aspects, from assessing foreign influence and/or control to personnel clearance vetting.

These Advisor duties include but are not limited to:

  1. Provide support to the COO, as well as personnel from other offices and directorates throughout the agency, on matters related to R&D program security, to include processes, reviews, and risks.
  2. Prepare reports, briefs, and other documents and communications to convey security risk findings to internal and external stakeholders.
  3. Review documentation and leverage software tools and systems to assess the security risk of individuals, organizations, and programs.
Qualifications

Required Skills:

  1. Bachelor’s degree in any field, preferably in STEM, Business, or International Studies/National Security.
  2. Minimum of 7 years of experience with supply chain risk assessments or similar risk-based reviews of suppliers and personnel including from prime, sub, or vendors and associated products, materials, or information supplied.
  3. General understanding of the R&D lifecycle, stages of research development and investment, and foreign ownership, control, or influence.
  4. Knowledge of tactics of adversaries in unwanted technology transfer.
  5. Team oriented with exceptional communication, writing, and organizational skills.
  6. Demonstrated professionalism, maturity, sound judgement, and excellent communication and interpersonal skills necessary for daily interactions with executive-level audiences in a dynamic, high-visibility support office environment
  7. Public Trust Clearance.

Desired Skills:

  1. Local to the DC Metro Area.
  2. Higher Level Clearance.
  3. Experience in a R&D environment.
  4. Prior experience supporting ARPA-like programs (e.g., DARPA, IARPA, ARPA-E) or U.S. DoD advanced development programs is desired, but not required.
  5. Experience with reviews of proposed or current vendors for compliance with federal requirements regarding foreign ownership, control, or influence
  6. Experience with supply chain risk management (SCRM) and Committee on Foreign Investment in the U.S. (CFIUS) reviews
