Job summary

The Connecticut Department of Energy and Environmental Protection (DEEP) seeks a Research Analyst Supervisor in New Britain, CT. You will lead a team supporting policy and program development across the Bureau, primarily within the Office of Building and Transportation Decarbonization.

POSITION DETAILS

This is a full-time, 40 hour per week position. Schedule is Monday-Friday on first shift, with hybrid work opportunities available.

As an employee of BETP, you will report to an Office Director and lead a team supporting policy and program development across subject matter areas within the Bureau, primarily within the Bureau’s Office of Building and Transportation Decarbonization (OBTD).

The Office Director may assign you to supervisestaff and related work in areas such as electrification, sustainability, energy efficiency, weatherization, demand response, deploying comprehensive clean energy, building, and transportation resources in coordination with municipalities and other state entities, and more.

As a Research Analyst Supervisor, you will:

• Work with the Director, Bureau Chief, and senior agency leadership on high-priority projects;
• Supervise Associate Research Analysts, Research Analysts, and other staff as assigned;
• Contribute to research, writing, and public engagement projects; and
• Work in coordination with managers and leadership to meet shared statewide goals.

Key components of the work will include project management of GreenerGov Initiatives, policy development related to grid impacts of transportation and building electrification, and the management of federal and state grant processes.

You will be tasked with engaging sister agencies, municipalities, other offices across DEEP, and a variety of public stakeholders in project, program, and policy development activities. In all areas, equitable policy and program design and inclusive processes for public input are prioritized.

Applicants for this position may also be selected for similar positions within DEEP.

BETP is a collaborative work environment with a team-based approach to most projects. As a Research Analyst, you will contribute to research, writing, and public engagement projects that increase in complexity over time as you develop your skills and experience based on training and feedback from managers.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for supervising Research Analysts engaged in developing, implementing and conducting research projects.

EXAMPLES OF DUTIES

• Schedules, assigns, oversees and reviews work of staff;
• Supervises development and implementation of research projects, analysis and evaluation of data and preparation of narrative and statistical reports;
• Provides staff training and assistance;
• Conducts performance evaluations;
• Determines priorities and plans research work;
• Establishes and maintains research procedures;
• Develops or makes recommendations on development of research policies and standards;
• Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;
• Prepares special reports and correspondence;
• Speaks before groups of legislators, concerned citizens and other individuals regarding research;
• Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of professional experience in research, data analysis or economics.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been conducting research at the level of Associate Research Analyst.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

• College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
• A Master's degree in economics, statistics or a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

• Experience developing and implementing process improvements.
• Experience implementing state or federal laws, regulations and policies.
• Experience with oral and written communications, both digitally and in person, and working with internal and external stakeholders including state and federal agencies.
• Experience communicating with management regarding program priorities and recommendations.
• Experience leading or supervising environmental or energy professionals.
• Experience working with organizational leadership to write technical reports, white papers, position papers, policy papers, talking points, memos or academic articles for a general audience that provide conclusions or recommendations supported by documented evidence.
• Experience designing and conducting quantitative and qualitative analyses, and synthesizing results to develop recommendations for actionable use.
• Experience working both independently and collaborating with staff to manage two or more energy projects simultaneously while adhering to deadlines.
• Experience using Microsoft Office 365 applications.
• Experience in two or more areas: energy or utility policy or program implementation, state or municipal sustainability initiatives, renewable energy, energy infrastructure, energy efficiency, building decarbonization, transportation decarbonization, building electrification, transportation electrification, utility regulation, or climate change mitigation.
• Experience coordinating federal or state program applications, deployment, reporting or administration.
• Experience with policy development, program development, program implementation, and program monitoring and evaluation.
