Job summary

The State of Connecticut Department of Energy and Environmental Protection (DEEP) BETP in New Britain, CT, is hiring an Associate Research Analyst. The role focuses on research design, data analysis, and policy development to advance transportation electrification and affordability.

You will collaborate with internal teams and external partners, prepare reports for regulatory dockets, and contribute to Connecticut’s Electric Vehicle Roadmap while promoting equity and public engagement.

Qualifications

• Seven (7) years of professional experience in research, data analysis or economics.
• One (1) year of the General Experience must have been conducting research at the level of a Research Analyst.
• College training may substitute for General Experience on the basis of fifteen (15) semester hours equalling one-half year of experience to a maximum of four years for a Bachelor's degree.
• A Master’s degree in economics, statistics or closely related field may substitute for one additional year of the General Experience.
• Experience with oral and written communication to internal and external stakeholders at varying knowledge levels.
• Experience with research design, analysis, statistics, and reporting.

Job Details

This is a full-time, 40 hour per week position. Schedule is Monday-Friday on first shift, with hybrid work opportunities available.

Responsibilities

As an employee of BETP, you will be assigned to work within its Office of Building and Transportation Decarbonization (OBTD) to contribute to BETP’s work on transportation electrification and affordability. You will be tasked with conducting research, engaging with a variety of stakeholders, and analyzing data to align transportation electrification programs and policies with state policy objectives (e.g., affordable, reliable, clean) and to support DEEP’s participation in Public Utilities Regulatory Authority (PURA) dockets related to transportation electrification impacts on the grid. You may also be assigned data reporting, research, and drafting responsibilities related to DEEP’s strategic plans, including but not limited to Connecticut’s Electric Vehicle Roadmap. This work will require participation in inter- and intra-state working groups related to transportation electrification policies and programs, synthesizing program and regional data to develop programmatic and policy recommendations, coordinating research and policy development projects among staff teams, researching best practices in other states, and developing internal briefing and decisional memos. The Associate Research Analyst may also be responsible for working on projects that require coordination with other offices across DEEP, other agencies, the electric distribution companies, counterparts in other New England states, and/or technical consultants. In all areas, equitable policy and program design and inclusive processes for public input are prioritized. Applicants for this position may also be selected for similar positions within BETP. BETP is a collaborative work environment with a team-based approach to most projects. As a Research Analyst, you will contribute to research, writing, and public engagement projects that increase in complexity over time as you develop your skills and experience based on training and feedback from managers.

• Prepares comprehensive narrative and statistical reports;
• May prepare special reports for agency officials in response to inquiries from legislature or the public;

Preferred Qualifications

• Experience with oral and written communication, both digitally and in person, to internal and external stakeholders with both expert and non-expert knowledge levels;
• Experience with research design and implementation, including developing formal research methodologies, analyzing data, designing collection forms, performing statistical analysis, and preparing reports.
• Experience writing technical reports, white papers, position papers, policy papers, or academic articles that provide conclusions or recommendations supported by documented evidence.
• Experience designing and conducting quantitative and qualitative analysis and synthesizing results to develop recommendations for actionable use.
• Experience working both independently and collaborating with a team to manage two or more projects simultaneously while adhering to deadlines.
• Experience coordinating deliverable development with two or more colleagues.
• Experience using Microsoft Office 365 applications.
• Experience coordinating federal or state program applications, deployment, reporting or administration.
• Experience in one or more of the following disciplines: energy or utility policy or program implementation, transportation electrification, utility regulation, renewable energy, energy infrastructure, energy efficiency, building decarbonization, transportation decarbonization, or climate change mitigation.
