The State of Connecticut , Department of Energy and Environmental Protection (DEEP) is currently seeking an Environmental Analyst 2 to join our team within the Bureau of Materials Management & Compliance Assurance's (MMCA) Emergency Response & Spill Prevention Division (ERSPD) located in Hartford, CT.

POSITION HIGHLIGHTS

• This position is within the ERSPD Prevention, Enforcement and Corrective Action’s, Licensing & Enforcement Unit.
• This position is a 35 hour per week, first shift, full-time position. A flexible schedule is available subject to approval, working Monday to Friday. A hybrid/ telework option is available with this position.

YOUR ROLE

• This Environmental Analyst 2 position will primarily focus on work in support of the newly promulgated Release-Based Cleanup Regulations (RBCRs) and assisting senior level staff as assigned by the Licensing & Enforcement Unit to approve Permitted Environmental Professional (PEP) courses, review and approve PEP applications and training materials, provide public access to up-to-date PEP lists, and approve and process General Permit (GP) applications for PEPs, audit submittals for emergent reportable releases (ERRs) to ensure compliant cleanup of ERRs in order to minimize and prevent environmental damage and public exposure to toxic hazards and taking office-based enforcement. Enforcement often includes assisting in the drafting and issuing of actions taken pursuant to formal and informal enforcement response policies, tracking enforcement actions to completion, researching and reviewing technical responses to actions issued, creating and tracking key metrics for unit operations, closing out enforcement actions, assisting with unit electronic recordkeeping and reporting needs and performing other similar duties as required.

Within the MMCA, our mission is to work to ensure the proper management - handling, use, and disposal - of materials including water, wastewater, petroleum products, pesticides, mercury, Polychlorinated Biphenyls (PCBs), and wastes.

Operations Within Our Division

• Through a number of different mechanisms - outreach and education, product handling efforts and phase outs, training, and regulatory activity - DEEP is working to develop better stewardship of these materials to protect environmental quality and public safety for Connecticut's current and future generations.
• Nearly every day, despite preventative measures, there are incidents that threaten the environment. The ERSPD is prepared to limit the risks and handle incidents ranging from a spill of a few gallons to a tanker full of petroleum liquids, from abandoned or leaking underground storage tank or unknown drums of chemicals to anthrax or chemical fire.
• Releases, even small ones, can endanger public health or the environment by making the water or air unsafe. Releases of hazardous materials can contaminate surface water, groundwater or soil, impact plants, fish and wildlife and their habitat or create unsafe exposure for the general public or emergency responders. The ERSPD responds 24 hours per day to emergencies that result from accidental and deliberate discharges and uncontrolled releases of oil, petroleum, hazardous wastes, and chemicals to the air, land and waterways from roadway incidents, industrials processes, oil and chemical spills, failed tanks/pipes and abandoned drums as well as biological and chemical weapons.

Purpose of Job Class (Nature of Work)

In the Department of Energy and Environmental Protection this class is accountable for independently performing a full range of tasks in the technical review and analysis of environmental program data and issues within the environmental field, developing recommendations on courses of action and assisting with the implementation of policy and program decisions.

Examples of Duties

• Assists in development of departmental, statewide or local environment and/or emergency response plans and programs;
• Researches, collects and analyzes resources, data and educational materials;

Minimum Qualifications - General Experience

Six (6) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.

Minimum Qualifications - Substitutions Allowed

• College training in a scientific or technical discipline related to the environmental field including but not limited to the biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; or natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
• A Master's degree in a scientific or technical discipline related to the environmental field including but not limited to the biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; or natural resources may be substituted for five (5) years of the General Experience.
• NOTE: Education may only be substituted for a total of five (5) years.
• For state employees one (1) year of experience as an Environmental Analyst 1 may be substituted for the General Experience.

Preferred Qualifications

• Experience interpreting and applying state and federal statutes, regulations and policies particularly those pertaining to the Release-Based Cleanup Regulations (RBCRs).
• Experience communicating verbally and in writing to the regulated community, environmental professionals, the public, and government officials.
• Experience interpreting and applying the Underground Storage Tank (UST) regulations, marine terminal licensing requirements, or Release Reporting Regulations (RRR).
• Experience reviewing, tracking, and approving release cleanup documentation.
• Experience reviewing, interpreting and presenting technical data in charts, graphs, data tables, drawings and site maps.
• Experience preparing, tracking and closing informal and formal enforcement actions pertaining to releases.
• Experience managing one or more projects and prioritizing and tracking those projects to meet deadlines.
• Experience using computer software, managing project workflows and reporting environmental data.

Special Requirements

• Incumbents in this class may be required to travel.
• Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from on‑site environments and a moderate degree of discomfort from exposure to year‑round weather conditions.
