Job summary

MnDOT in St. Paul, MN, is seeking a Research Analyst Intermediate (GIS) to help develop and maintain GIS data and ensure HPMS compliance during annual audits. The role supports coordination with internal and external partners to resolve data-related needs and ensure accurate data management.

The position can be teleworked, hybrid, or in-office depending on policy and supervisor agreement. Two years of GIS experience and a relevant degree are required, with a focus on data quality and reporting

Research Analyst Intermediate (GIS) | Salary Range: $26.12 - $37.91 / hourly; $54,538 - $79,156 / annually

This position may have the flexibility to telework, work a hybrid schedule, or work in the office. The incumbent will be required to make a telework arrangement with their supervisor. The incumbent will be expected to work in the office as determined by policy and discussion with their supervisor.

Our Research Analyst Intermediate (GIS) position assists in developing and maintaining a statistically valid Traffic Volume Program and related GIS data to ensure that certification from the FHWA during their annual audit is achieved and the federal Highway Performance Management System (HPMS) requirements are satisfied. This position provides oversite and error checking of other’s work to ensure consistent implementation of procedures. This position will work directly with internal and external partners to coordinate, clarify, and resolve data-related needs.

Here are the Minimum Qualifications:

Two years of professional GIS experience demonstrating:

• Experience using GIS software to create, manage, and publish data.


• Experience in creating clear, accessible documents and reports, including user guides for non-technical audiences.


• Experience in gathering information, defining issues, developing and implementing solutions, analyzing data, and presenting clear results.


• Experience editing XML, CSV, Excel, TXT, or similar data file formats using Microsoft applications or other data management tools.

A Bachelor's degree in Geography, Geographic Information Systems, Surveying, Engineering, Planning or Computer Science substitutes for one year of professional experience.
