  • Active NATO or National Secret clearance for duration of contract.
  • Must be a national of a NATO member country.
  • Proficiency in English per STANAG 6001 SLP 3333.
  • Recent experience with formal configuration and change management.
  • Experience with DOORS Next or equivalent RM system.
  • Onsite work required by client.

Responsibilities

  • Provide independent quality and process assurance for capability development activities.
  • Identify gaps, risks, ambiguities, and potential delivery issues early in lifecycle.
  • Manage CAPA and coordinate with stakeholders for timely resolution.

The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

SPAs NATO Allied Command Transformation Group within JOID provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, includingthe generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage.

We have a near-term need for a Requirements Traceability SME (QMB) to provide onsite support out of Norfolk, VA.

Responsibilities

The QMO Quality Assurance Analyst will provide independent quality and process assurance in support of HQ SACT Capability Development (CAPDEV) activities and Common Funded Capability Delivery programs. Conduct independent process assurance reviews to assess compliance with established standards and approved processes, proactively identifying gaps, risks, ambiguities, and potential delivery issues early in the capability development lifecycle. Provide quality expertise to program directors, requirements managers, Integrated Program Teams (IPTs), and capability development teams, supporting the identification, elicitation, capture, analysis, evaluation, integration, and maintenance of high-quality capability and business requirements.

Manage Corrective and Preventive Actions (CAPA) resulting from process assurance and quality reviews, facilitate the adjudication of recommendations, and coordinate with stakeholders to ensure timely resolution and alignment with programme risk management and lessons-learned processes. Responsibilities include independently assuring the quality and traceability of capability lifecycle information, maintaining requirements and program information within designated repositories and management tools, and ensuring appropriate version and configuration control. Support requirements traceability, requirements engineering and management, change and configuration management, and the development of related quality reports, directives, and standard operating procedures. Produce scheduled and ad-hoc independent quality assurance reports for program directors, IPTs, core team members, leadership, and other key stakeholders. Provide guidance to ensure compliance with organizational standards and approved processes while contributing to continuous process improvement across the organization. Support automation and digitization initiatives by identifying and documenting business requirements and assisting with the implementation of approved changes. Additional responsibilities include identifying lessons and contributing to organizational learning, and participating in relevant workshops, seminars, conferences, and meetings.

Qualifications

Required:

  • Bachelor's degree in Engineering, Management, Information Systems, Accounting, Economics, Finance, Business Administration, Public Administration, Operations Research, Program and Project Management, or a related discipline.
  • 5+ years of experience within the last 10 in requirements engineering and/or requirements management, including requirements elicitation, capture, development, analysis, and evaluation, as well as requirements traceability, quality, and change management.
  • Experience evaluating requirements traceability across comprehensive Lines of Development, includingDoctrine, Organization, Training, Materiel, Leadership, Personnel, Facilities, and Interoperability (DOTMLPFI).
  • Experience in requirements development, either as ahands-on requirements author and/or facilitator of requirements development sessions.
  • Active NATO or National Secret clearance with the appropriate national authority for the duration of the contract.
  • Must be anational of a NATO member country.
  • Demonstrated proficiency inEnglish, as defined bySTANAG 6001, Standardized Linguistic Profile (SLP) 3333in Listening, Speaking, Reading, and Writing, or equivalent.
  • Demonstrable recent experience, within thelast 5 years, managing requirements in accordance with formal configuration and change management processes.
  • Demonstrable recent experience within the last 5 yearssupporting processes formally certified in accordance with theISO 9001 standard.
  • Experience withIBM Rational DOORS Nextor an equivalent requirements management system.
  • Able to work fully onsite based on client needs.
