Job summary

GovCIO is currently hiring a Requirements Manager to support modernization efforts at Langley AFB, Hampton, VA. This on-site role requires TS/SCI clearance and DoD 8140 IAT Level II certs.

You will lead requirements lifecycle, work with stakeholders, and ensure traceability, regulatory compliance, and clear acceptance criteria across development teams in a fast-paced environment.

Qualifications

• Clearance: TS/SCI.
• DoD 8140 IAT Level II certification (Security+ CE, CCNA‑Security, CySA+, CND).
• Experience in developing and managing scope, objectives, and requirements.
• Familiarity with agile and waterfall methodologies.
• Proficiency with requirements management tools.

Responsibilities

• Lead the requirements lifecycle; elicitation, analysis, documentation, and validation.
• Work closely with business stakeholders to reflect true business needs and objectives.
• Translate high‑level concepts into detailed functional, non‑functional, and technical requirements.
• Maintain a robust requirements management framework, including traceability matrices, baselines, and version control.
• Facilitate workshops, interviews and collaborative sessions to gather requirements.
• Collaborate with project managers, architects, developers, and QA teams to ensure alignment and clarity.
• Identify gaps, dependencies, risks and impacts associated with requirement changes.
• Support the development of user stories, use cases, workflows, and acceptance criteria.
• Ensure requirements adhere to regulatory compliance and organizational standards.
• Serve as a communication bridge between technical and non‑technical stakeholders throughout the project timeline.
• Excellent communication and interpersonal skills.
• Ability to work in a fast‑paced environment.

Responsibilities

We are seeking a Requirements Manager to work at the intersection of innovation and precision, ensuring every product and service we deliver is built on a foundation of clear and actionable, and well‑managed requirements. This position is located at Langley Air Force Base, Hampton, Virginia.

High School with 9+ years (or commensurate experience)
