Job summary

ActioNet, Inc. is seeking a highly skilled Program Manager with 7+ years of federal program experience and active Secret clearance to lead IT, procurement, logistics, and telecom infrastructure initiatives for a DoD client.

This role emphasizes governance, OSP/premise cabling, and a focus on 5G and network modernization. The holder will drive cross-functional alignment with DoD leadership, manage long-lead infrastructure risks, and oversee deployment of a digital twin-based grid operation model.

Qualifications

• 7+ years managing DoW or Federal programs.
• Experience managing OSP and premise cabling telecommunications infrastructure.
• Active Secret clearance required; TS eligibility preferred.
• Ability to coordinate across DoW leadership and contractors.
• Strong understanding of fiber optic networks, structured cabling, duct banks, manholes, vaults, and copper transition strategies.

Responsibilities

• Lead telecom lifecycle governance and RACI alignment across DoW stakeholders.
• Oversee outside plant (OSP) and premise cabling deployment and sustainment.
• Ensure service availability, MTTR, and operational readiness metrics.
• Coordinate field execution teams, vendors, and subcontractors.
• Drive deployment of a Telecommunications Grid Operational Digital Twin (ODT).
