Estimated Salary: $147,292 - $199,278 (dependent on experience and location)
Program Responsibilities
The Program Manager (PM) is responsible for managing overall program performance, including cost, schedule, compliance with task order and technical requirements, and adherence to contract provisions. Key duties include:
- Provide overall leadership and guidance for all contractor personnel, assigning tasks and supervising ongoing technical efforts.
- Manage contract stakeholder relationships, communications, reporting, and issue resolution.
- Make decisions for the contractor’s organization in response to government issues, concerns, and comments.
- Proactively alert the government to potential contractual, programmatic, or resource limitation issues.
Required Qualifications
- Minimum of five years of experience in IT project management in the last 10 years.
- Minimum of two years as program manager of a major enterprise infrastructure upgrade program using emerging technology for a DoW customer.
- Minimum of two years managing a program with at least three complex, inter‑related communication or IT projects, using an integrated master schedule (IMS) based on multiple, detailed work breakdown structures (WBS).
- Recent, relevant experience with wireless and private mobile network infrastructure projects, including 5G implementation.
- Current Project Management Institute (PMI) Project Management Professional (PMP) Certification or Program Management Professional (PgMP) Certification.
- At least two years of continuous recent experience managing communication or IT projects with multiple task orders under Cost Plus constructs.
- Effective oral and written communication skills with the ability to present and engage at governmental and contract leadership levels.
- Knowledge of DoW or federal contracting regulations (FAR, DFARS) and acquisition processes.
- Experience with contract changes, Request for Equitable Adjustments (REAs), and proposal development.
- Coordination experience with Contracts, Legal, Supply Chain, and Subcontracts teams for large purchases ($10M+).
- Active DoD Secret Clearance.
- 25% or greater CONUS travel.
- Program Manager located in the Washington, DC commuting area with potential remote or hybrid work.
Desired Qualifications
- Current ITIL certification.
- Minimum of ten years of experience in the field of IT project management.
- Experience identifying, assessing, and mitigating risks across the program lifecycle.
- Experience managing programs with distributed, real‑time data transport solutions.
- Information Assurance Technical (IAT) II Level Certification.
- Enterprise Value Management (EVM) understanding or experience.
