Job summary

GovCIO is seeking a Technical Project Manager to lead the VA Data Modernization initiative. You will coordinate workspace provisioning, intake optimization, automation enablement, and cloud-based data tool integration, working with cloud engineers, data platforms, and Databricks SMEs.

Role requires extensive experience in cloud architectures, Azure environments, and SAFe delivery. This position is fully remote within the United States and focuses on secure, scalable enterprise capabilities for

Qualifications

• Bachelor’s degree in Information Technology, or related field (or commensurate experience).
• 15+ years of experience in project management, engineering, or related IT roles.
• Experience in technical project management, cloud platform coordination, or delivery management for engineering or data teams.
• Strong understanding of cloud architectures, data platforms, or modern analytics environments.
• Strong knowledge of Azure Cloud, including Azure Commercial and Azure Government environments.
• Experience managing technical workflows involving workspace provisioning, identity management, and access configuration.
• Familiarity with Databricks, data lake architectures, or cloud-based data environments.
• Ability to translate requirements into project plans, workstreams, and milestones.
• Proven experience collaborating with engineers, security teams, architects, and data SMEs.

Responsibilities

• Oversee the technical delivery of pre-created workspaces with common toolsets for rapid onboarding.
• Manage the intake workflow, mapping users to personas, workspaces and access configurations.
• Lead cloud platform initiatives for the VA Program, coordinating engineering, architecture, security, DevSecOps, and customer teams.
• Provide technical program leadership across Microsoft Azure, including provisioning, networking, identity, data services, and dependencies.
• Drive Agile/SAFe execution, including PI Planning, sprints, risk management, and milestones.
• Translate business requirements into technical solutions, identifying dependencies and security constraints.
• Lead platform operational readiness across DevSecOps, IaC/Terraform, CI/CD, and compliance.
• Create workspaces in PreProd and Prod with correct Service Principals, RBAC and security.
• Ensure Databricks linked services, data lake integrations, and catalog creation ahead of handoff.
• Track blockers in intake workflow and drive automation or improvements.
• Coordinate with Databricks SMEs and Summit Customer Enablement teams for onboarding and data access.
• Ensure initial workspace delivery within 1–2 days when possible.
• Support user access to DevTest data, new tools, training resources, and help desk channels.
