Job summary

NYC Department of Finance (DOF) seeks a well-organized Taxpayer Case Advocate to assist taxpayers with issues meeting Advocate criteria. The role involves addressing complaints, identifying systemic problems, and preparing reports for the Commissioner of Finance.

You may liaise with Council Members and Borough Presidents’ offices as needed. The ideal candidate will investigate and respond to cases, guide taxpayers through procedural matters, and support DOF processes in business and property tax

Qualifications

• Bachelor's degree and two years of experience in community work or related duties, or an equivalent combination.
• High school diploma with six years of related experience, or an equivalent combination.
• At least one year of additional experience as described above if using the first option.

Responsibilities

• Interview taxpayers to determine tax situations and explain notices, bills, and DOF correspondence.
• Counsel taxpayers and advocate for them within DOF offices to resolve issues and secure corrective actions.
• Confer with taxpayers meeting criteria to provide explanations when resolution is delayed or complex.
• Perform research, analysis, and computations to adjust taxpayers' accounts when needed.
• Suggest adjustments to tax, penalties, and interest under service level agreements.
• Explain actions taken with citation of laws, regulations, or procedures and rights to appeal.
• Coordinate with Taxpayer Advocate Attorney Advisor on legal applicability for adjustments.
• Assist with outreach plans to communities and advocacy groups.
• Maintain the Taxpayer Case Management system and update cases timely.
• Provide guidance on case criteria, authorities, and service level agreements.
