Job summary

The Lead Continuous Quality Improvement (CQI) Specialist for DHHS provides statewide leadership and expert guidance to Adult Services CQI Specialists across all 100 county Departments of Social Services. The role ensures consistent implementation of critical programs in alignment with federal and state laws.

It drives statewide quality improvement through data analysis, cross‑regional collaboration, and development of tools and resources to strengthen CQI practices, reporting to DSS leadership

Qualifications

• Expert‑level experience applying APS, Guardianship, SAIH, Adult Services policy and statute to guide statewide program consistency and compliance.
• Proven success designing, implementing, and managing statewide CQI processes with root‑cause analyses and large‑scale initiatives.
• Experience analyzing statewide or multi‑regional Adult Services performance data and producing actionable policy guidance.

Responsibilities

• Provide statewide leadership and expert guidance to CQI Specialists across 100 county DSS agencies.
• Ensure consistent implementation of APS, Guardianship, SAIH and related Adult Services programs per laws and policies.
• Analyze statewide program data to identify systemic issues and opportunities for improvement.
