Job summary

CHA Consulting, Inc. is seeking a Sr. Transportation Roadway Project Manager to lead the Highway & Rail Team from Hartford, CT (or Boston, Burlington, Providence) with fully remote capabilities and occasional on-site duties near CHA offices.

You will oversee planning, design, and delivery of complex highway infrastructure projects, manage client relationships, and drive program success from pursuit through delivery, leveraging your leadership and transportation expertise.

Qualifications

• Bachelor’s degree in Engineering, Architecture, Science, Planning, Engineering Management or related field required.
• Minimum of 9 years of industry experience, including 6 years of project management experience.
• Experience with CTDOT required.
• Proven experience preparing proposals, project plans, extra work authorizations, and project closeout documents required.
• Experience managing project accounting processes—including forecasting, budgeting, revenue, and cash flow—required.

Responsibilities

• Lead proposal development and establish project scopes, schedules, and budgets with multidisciplinary teams.
• Serve as the primary client partner, building trusted relationships and ensuring project goals are achieved from planning through completion.
• Develop project Work Breakdown Structures (WBS) and direct planning across highway, rail, traffic, structural, and environmental disciplines.
• Manage project schedules, deliverables, approvals, agency coordination, and quality control processes.
• Oversee project financial performance, including budgeting, forecasting, revenue, and resource management.
• Lead contract administration, consultant coordination, and project documentation throughout all phases.
• Facilitate project meetings and provide progress updates to clients and internal stakeholders.
• Support marketing efforts and contribute to CHA’s Highway & Rail portfolio growth.
