Job summary

CHA Consulting, Inc. is seeking a Sr. Highway Project Manager to guide complex highway programs from vision to reality. You will lead project planning, design, and delivery while coordinating multidisciplinary teams and partnering with clients to meet program goals.

This role supports fully remote work with occasional on-site responsibilities near CHA offices in Hartford, CT or nearby locations. Strong leadership and client-management skills are essential, along with CTDOT project experience.

Qualifications

• Bachelor's degree in a relevant field.
• 9+ years of industry experience, including 6+ years in project management.
• Experience managing client relationships, contract requirements, and multiple concurrent projects.
• Experience with CTDOT.
• Experience preparing proposals, project plans, extra work authorizations, and closeout documents.

Responsibilities

• Lead proposal development and define project scopes, schedules, and budgets with multidisciplinary teams.
• Serve as primary client partner, building trusted relationships and guiding goals from planning to completion.
• Develop Work Breakdown Structures (WBS) and coordinate planning across highway, rail, traffic, structural, and environmental disciplines.
• Manage schedules, deliverables, approvals, agency coordination, and quality control.
• Oversee project accounting processes including forecasting, budgeting, revenue, and cash flow.
• Lead contract administration, consultant coordination, and project documentation through all phases.
• Facilitate project meetings and provide timely progress updates to clients and stakeholders.
• Support marketing efforts and help identify new opportunities to grow CHA’s Highway & Rail portfolio.
