Job summary

GovCIO is seeking a Sr. Subcontracts Manager to join the Procurement Department supporting the NSS Sector. The role focuses on contract policy development, complex bids, and negotiation leadership across the program lifecycle.

The ideal candidate will have 8–12 years of government contracting experience and strong knowledge of FAR and CPSR compliance. Remote-friendly opportunity in the United States, with responsibilities spanning legal, finance, and business teams.

Qualifications

• Bachelor’s Degree with 8–12 years (or commensurate experience).
• Experience in government contracting with emphasis on acquisitions, subcontract administration, negotiation, performance management, CPSR compliance.
• Preparation, review, analysis, and negotiation of contractual documentation and instruments.
• Strong knowledge of the FAR and agency supplements.
• Strong business acumen and communication skills (written and verbal).
• Strong analytical and problem-solving skills.
• Multitasking and time-management in a fast-paced environment.
• Ability to develop relationships internally and externally.
• Comfortable presenting plans to senior leaders.
• Deltek Costpoint ERP experience is required.
• Salesforce and SharePoint experience preferred.

Responsibilities

• Reviews complex solicitations and prepares specialized responses for proposals, bids, and contract modifications.
• Provides contractual guidance to business teams for the Statement of Work and manages change control.
• Develops negotiation strategy and leads negotiation team on contractual issues.
• Acts as focal point for communications with legal, finance and business teams to resolve contract issues.
• Establishes contract policies and processes and oversees subordinate staff.
• Reviews and resolves issues affecting compliance and customer objectives.
