Job summary

GovCIO is seeking a Senior Software Engineer to lead design, development, and deployment of complex applications for the VA Data Modernization initiative. This fully remote role is based in the United States and requires strong Java/J2EE, modern JavaScript, and cloud/DevOps capabilities.

You will collaborate across cross-functional teams to deliver secure, scalable solutions, implement CI/CD pipelines, and guide junior engineers while ensuring adherence to Agile practices.

Qualifications

• Bachelor’s degree in Information Technology, Computer Science or a related field; 12+ years of experience.
• Expertise with Java frameworks: Spring, Spring Boot, Hibernate, and JPA.
• Strong proficiency in modern JavaScript.
• RESTful web services and API design.
• Git using ADO or GitHub.
• Agile/Scrum environments; strong English communication.
• Experience with relational databases (PostgreSQL, MySQL) and ORM tooling.
• Experience with unit/integration testing and TDD.
• Strong analytical and problem-solving skills.

Responsibilities

• Collaborate with product owners, champions, and stakeholders to identify, document, and implement requirements in a modern software lifecycle.
• Utilize Agile for management and delivery of work across the modernization team.
• Provide technical leadership and mentoring to mid-level engineers.
• Define technical solutions with architects and product managers to align with business goals.
• Conduct thorough code reviews and enforce best practices in software engineering.
• Optimize application performance, scalability, and maintainability.
• Design and implement robust CI/CD pipelines for automated build, test, and deployment.
• Partner with DevOps to improve delivery pipelines and infrastructure automation.
• Ensure security, reliability, and compliance through design and automation.
• Participate in system architecture discussions and influence key decisions.
• Investigate and resolve complex issues in dev/test/production.
