Qualifications

• Bachelor’s degree in business or equivalent education and experience.
• 6+ years of technical proposal management; federal, state, local government, and commercial experience preferred.
• Proficiency in Shipley Associates methodology required.
• Proficiency in proposal development software and Microsoft Office Suite, including Teams.
• Association of Proposal Management Professionals (APMP) certification preferred.
• Knowledge of U.S. Government structure and agency acquisition procedures.
• Experience in writing, editing, design, layout, and proposal production.
• Applicants are subject to government security investigations and must meet eligibility requirements related to the clearance process.
• Must have a valid state driver’s license, reliable personal transportation, and auto insurance.

Responsibilities

• Manage and document the process for developing solicitation responses.
• Lead the formal solicitation response from release through evaluation notices with contracting officers.
• Assist in evaluating opportunities and recommending bid/no-bid decisions.
• Collaborate with leadership to set strategic approach for each proposal.
• Gather information from stakeholders and translate it into proposal content.
• Review solicitation documents to ensure compliance and responsiveness.
• Develop proposal documentation including plans, timelines, and outlines.
• Create compliant outlines for proposal volumes and integrate strategy.
• Conduct quality reviews for accuracy and completeness.
• Schedule proposal meetings and color reviews.
• Meet deadlines by tracking information gathering and writing progress.
• Oversee final production, assembly, and submission of proposals.
• Improve processes and boilerplate using best practices.
• Lead internal lessons learned to improve proposals.
• Use AI tools to increase proposal bandwidth and ensure compliance.
• Create and maintain proposal templates and writing standards.
• Obtain approvals by reviewing proposals with stakeholders.
• Participate in Federal Services strategic planning with SME input.
• Liaise with subcontractors and prime contractors as needed.
• Coach the Proposal Coordinator on best practices (non-supervisory).
• Other duties as assigned.
