Job summary

The Maryland Department of Human Services seeks a statewide Program Manager for Community Services within the Office of Adult Services to design, implement, and evaluate Adult Protective Services in line with the May 2024 Federal Final Rule and Longevity Ready Maryland.

You will lead policy development, tool standardization, QA frameworks, and cross-agency collaboration to ensure risk assessment, self-neglect determinations, and high-quality, person-centered interventions across all

Qualifications

• Master’s degree in a human services field as specified.
• Three years of government/human services program planning and implementation.
• At least one year in a supervisory/managerial capacity overseeing staff.

Responsibilities

• Direct statewide implementation of the APS Final Rule to meet federal standards by 2028.
• Formulate and interpret policies for Direct Services, assessments, and case management.
• Lead development of standardized assessment tools across 24 jurisdictions.
• Develop and monitor QA frameworks to measure program efficacy against defined benchmarks.
• Collaborate with Aging and Governor’s office to integrate APS into Longevity Ready Maryland.
