Job summary

Iron Bow Technologies is seeking a seasoned Program Manager to lead a complex, enterprise-wide infrastructure automation and modernization program for VA OIT. You will guide a multidisciplinary team, align with architecture, security, and contractual commitments, and drive timely delivery.

The role emphasizes federal program leadership, DevSecOps/IaC, and a strong contractor-management focus in a primarily remote setting with on-site VA travel as needed.

Qualifications

• 10+ years IT program management experience, including Federal programs.
• Experience leading large, multidisciplinary enterprise IT programs.
• Experience managing infrastructure, cloud/hybrid environments, automation, DevSecOps/IaC, cybersecurity, and ITSM.
• Strong leadership, communication, and executive stakeholder management.
• PMP certification and ability to obtain Tier 4 background investigation.

Responsibilities

• Serve as the primary contractor management interface with VA leadership and stakeholders.
• Lead program execution across platform engineering, automation architecture, IaC, governance, security and training.
• Develop and maintain the CPMP and integrated schedule with milestones, resources, risks, and reporting.
• Coordinate multidisciplinary teams, subcontractors, and partners to stay aligned with architecture and security requirements.
• Manage risks, dependencies, costs, schedule, and performance.
• Monitor performance against contractual requirements, KPIs, and staffing needs.
• Lead monthly program reporting, reviews, and governance meetings for VA leadership.
• Staffing, onboarding, certifications, background investigations, and continuity of operations.
• Coordinate VA ATO efforts, RMF, POA&M, and continuous monitoring.
• Oversee onboarding of VA teams onto automation platform and drive adoption of standardized processes.
• Lead knowledge transfer, documentation, and transition readiness for autonomous operation.
