Job summary

STC Health, a division of Harris, seeks a Senior Manager, Operations to lead DevOps, Platform, and IT functions supporting public health IIS across state and federal partners. The role includes modernizing legacy infrastructure while shaping the new platform's operations model, plus managing vendor contracts and cost accounting.

Remote US-wide. Responsibilities include leading teams, ensuring security/compliance, and delivering cost-efficient operations with measurable metrics.

Qualifications

• 7+ years of progressive experience in DevOps, Platform Engineering, or IT leadership.
• 3+ years directly managing technical teams.
• Experience modernizing or remediating legacy infrastructure while in live production.

Responsibilities

• Lead the DevOps, Platform, and IT teams across infrastructure, platform reliability, internal IT services, and DevOps practices.
• Design the Operations support model for the new platform and oversee the transition from legacy to modern.
• Own contract lifecycle for tooling and vendors, including renewals and total cost of ownership; collaborate on pricing.
• Provide cost models and input to sales on deal structuring and client pricing.
• Establish and report operational metrics such as uptime, MTTR, ticket SLAs, and environment costs.
