• 6+ years of experience with state/territory/local government human services policy.
• Knowledge of human services programs, policies, services, and federal compliance requirements.
• Experience translating findings into client-ready policy materials (briefs, manuals, procedures).

• Client-focused mindset and ability to build stakeholder relationships.
• Ability to lead workstreams and manage competing priorities while delivering quality work on time.
• Attention to detail and sound judgment.
• Willingness to work Guam business hours as needed.

Aufgaben

• Serve as human services policy SME on BerryDunn projects supporting state, territory, and local HHS clients.
• Lead the human services policy workstream for the Guam engagement with cross-functional teams.
• Research and summarize federal laws, regulations, and guidance for client programs and policies.
• Draft, review, and update policy manuals, desk guides, and client briefs.
• Assess policy changes and recommend practical implementation considerations and risks.
• Support federal waiver requests and policy options development.
• Facilitate meetings with client stakeholders to drive practical outcomes.
• Ensure on-time delivery of tasks and high-quality deliverables within budget.
• Communicate project status, risks, and recommendations to leadership and clients.
• Serve as a trusted advisor with accountability and sound judgment.
• Maintain quality and consistency per BerryDunn’s QC program.
• Contribute to staff development and a collaborative team culture.
