GovCIO is hiring a Senior Digital Transformation Manager to support the VA DTC program. This fully remote role requires navigating complex federal procurement processes and delivering executive-ready analyses and presentations.

The ideal candidate will bring deep VA DTC knowledge, experience with low code/no code solutions, and a proven track record in government contracting. Strong communication and independent work style are essential for success.

Qualifications

• Bachelor's degree required; 12+ years of experience preferred
• Public Trust clearance required
• Deep understanding of VA DTC low code/no code intake and procurement processes
• Experience proposing innovative solutions and creating executive-level artifacts

Responsibilities

• Support VA Acquisition leadership with analysis, progress tracking, and strategic recommendations
• Improve contract intake process and VA DTC procurement workflows
• Facilitate technical discussions with VA customers and vendors
• Educate customers on procedures, timelines, and funding considerations
• Develop communication materials and templates for new contract vehicles
• Analyze requirements to align contract vehicles to efforts
• Draft PWS, IGCE, J&A, and Acquisition Plans
• Coordinate with stakeholders to reflect customer needs in documents
• Create senior executive presentations with clear visuals
• Identify automation opportunities in contract management
