Job summary

GovCIO seeks a Senior Digital Transformation Manager to support the VA Digital Transformation Center in a fully remote role. You will guide enterprise-level efforts, develop executive artifacts, and propose strategic procurement solutions for IT initiatives.

The position emphasizes low code/no code procurement processes, data visualization, and coordination with VA stakeholders, with funding contingent upon award and a nationwide remote work model.

Qualifications

• Bachelor's degree with 12+ years of experience.
• Clearance required: Public Trust.
• Deep VA DTC low code/no code intake and procurement knowledge.
• Experience with VA DTC programmatic and low code/no code solutions.
• Proven ability to propose innovative solutions.
• Ability to visualize quantitative information (charts/graphs).
• Experience managing a government contract or supporting federal acquisition.
• Strong written and oral communication with GS-13+ leadership.
• Ability to work independently with minimal guidance.

Responsibilities

• Support VA Acquisition leadership with analysis, progress tracking, and strategic recommendations.
• Develop and improve the contract intake process for technology and system integration.
• Facilitate technical discussions with VA customers and vendors.
• Educate customers on intake procedures, timelines, and IT funding considerations.
• Identify opportunities to improve contract intake consistency and transparency.
• Create communication materials and templates for contract vehicles and guidance.
• Analyze requirements and contract vehicles to recommend best fit.
• Evaluate acquisition documentation and related procurement needs.
• Coordinate with stakeholders to reflect customer needs in documents.
• Prepare executive presentations that translate complex data into visuals.
• Identify automation opportunities for contract management and data quality.
