Qualifications

• U.S. citizenship with ability to pass federal background check.
• Bachelor's degree with 10+ years of experience.
• At least 4 years in a supervisory capacity overseeing analysts.
• At least 3 years of SAFe Agile experience on Federal IT programs.
• strong understanding of waterfall methodology and requirements baselining.

Responsibilities

• Establish and manage end-to-end requirements management for a large-scale Federal loan platform.
• Lead requirements elicitation sessions with Federal stakeholders, business users, operations teams, technical teams, and external partners.
• Oversee development, review, approval, and maintenance of business, functional, non-functional, interface, and reporting requirements.
• Ensure requirements are clear, complete, traceable, testable, and aligned to program objectives.
• Maintain baselines, change documentation, assumptions, constraints, and status reporting.
• Lead requirements impact analysis for proposed changes across scope, design, development, testing, deployment, and operations.
• Support change control boards, milestone reviews, walkthroughs, design reviews, test readiness reviews, and release planning.
• Identify risks, gaps, conflicts, dependencies, and ambiguities early and resolve with stakeholders.
• Provide leadership, guidance, templates, and quality reviews for analysts across the program.
