Job summary

Actalent is seeking a Remote Right of Way Agent to help expand fiber optic networks. You will acquire land rights for construction and maintenance, negotiate easements and licenses, and coordinate with landowners, utilities, and legal teams to ensure compliance.

The contract role is based out of Phoenix, AZ, remote 80% with 20% travel. Pay is $30.00–$40.00/hr. Benefits include 2 weeks PTO, 6 holidays, mileage reimbursement, a $45 daily meal stipend, and lodging or per diem when traveling.

Qualifications

• Experience negotiating and writing easements.
• Experience contacting landowners and filing easements with city, county, and state entities.
• Title research experience.
• Familiarity with easement negotiation and coordinating with landowners.
• Willingness to travel 20% for negotiations.
• A couple of years of relevant ROW experience.

Responsibilities

• Negotiate and acquire permanent and temporary easements, licenses, and access rights for electric and gas facilities.
• Engage directly with landowners, tenants, municipalities, and other stakeholders to explain project scope and land impacts.
• Conduct property owner research, title review, and parcel analysis to identify ownership and encumbrances.
• Coordinate with surveyors, engineers, project managers, and legal counsel throughout the acquisition process.
• Support utility construction projects, including new fiber installations.
• Prepare and process ROW acquisition documentation, including agreements, permits, and compensation packages.
• Assist with condemnation or eminent domain support when required, in coordination with legal teams.
• Address landowner questions or concerns during construction and restoration phases.
• Maintain accurate ROW records, status reports, and parcel tracking logs.
• Ensure compliance with utility policies, Public Service Commission requirements, and applicable state and local regulations.
