Job summary

O.R. Colan Associates, LLC is seeking a Utilities Right of Way Program Manager for a fully remote role based in Tennessee.

This senior position directs a portfolio of ROW projects, aligning scope, schedules, budgets, and standards while engaging with clients and project leadership to ensure strong outcomes. The role requires 8+ years of right-of-way leadership, MS Office proficiency, and the ability to work from a home office while residing in VA, NC, TN, KY, WV, or MD.

Qualifications

• Minimum of 8 years of right of way experience with leadership across multiple projects or programs.
• Experience directing project managers or large delivery teams.
• Proficient with MS Office Suite — specifically Excel, Word, and Outlook.
• An iOS or Android smartphone to access ORC’s systems.
• Valid driver’s license.

Responsibilities

• Direct a program of related utility right of way projects — aligning scope, schedules, budgets, and standards across the portfolio.
• Guide and support Project Managers, balancing resources and priorities across projects.
• Serve as the primary point of contact for clients, maintaining frequent communication and building strong, long-term relationships through consistent engagement and day-to-day partnership.
• Own program-level reporting, forecasting, and financial performance.
• Establish and enforce consistent delivery standards, tools, and processes.
• Manage program risks and escalations before they reach the client.
• Partner with leadership on staffing plans and growth for the program.
