Churchill Cost Consultants (Churchill) seeks a Regional Program Manager to lead data center and infrastructure projects—from master planning through construction readiness—across multiple sites. This is a remote role in the Eastern Time Zone with occasional travel about once per quarter, overseeing budgets, schedules, safety, and quality.

Qualifications

• Fluent in English (written and verbal).
• Right to work in the United States.
• 7–10 years of experience in construction-focused Project Management or Program Management.
• Strong understanding of project budgeting, cost control, and schedule management.
• Hands-on experience with contract negotiations, change order management, purchase orders, invoices and RFIs.
• Excellent written and verbal communication skills with the ability to engage effectively across teams and stakeholders.
• Preferred: Background in mission-critical, hyperscale, or heavy civil infrastructure projects.
• Preferred: PMP certification or equivalent project management credential.
• Preferred: OSHA certifications or other safety training.
• Preferred: Degree in Construction Management or Engineering.

Responsibilities

• Oversee multiple infrastructure projects at different stages of the construction lifecycle, including early planning and preconstruction.
• Ensure each project meets high standards for safety, quality, cost, and schedule performance.
• Manage the full project lifecycle—from design and construction through handover, closeout, and lessons learned.
• Track progress and communicate updates to stakeholders, highlighting potential risks, delays, and mitigation plans.
• Work closely with vendors, consultants, and contractors to manage budgets, timelines, and deliverables.
• Balance flexibility with financial discipline, ensuring changes in scope stay within budget and schedule limits.
• Identify and drive process improvements related to infrastructure delivery, billing tools, and operational workflows.
• Lead cross-functional teams, fostering accountability and alignment with broader program goals.
• Take ownership of large capital programs end-to-end, ensuring projects are delivered efficiently and strategically.
• Build strong partnerships and influence across all levels of the organization to achieve successful outcomes.
