Job summary

GovCIO is hiring an entry-level Proposal Analyst/Technical Writer to join our team. You’ll turn complex solicitation requirements into clear, compliant proposal content and produce technical documentation—user guides, SOPs, knowledge base articles, and training materials—our programs rely on.

You’ll interview SMEs, translate dense material into plain language, and collaborate with capture, proposal, and delivery professionals who will coach you as you build depth across government customers.

Qualifications

• Bachelor's degree with 1–3 years of relevant experience or commensurate experience.
• Experience responding to government solicitations (RFPs, RFQs, RFIs, etc.).
• Ability to write compliant and compelling proposal sections in response to government solicitations.
• Experience writing and tailoring non-technical and technical proposal content (e.g., past performance, resumes) for IT solutions.
• Ability to interview subject matter experts and translate complex technical concepts into clear, user-friendly content.
• Strong editing and proofreading skills, with attention to consistency in style, formatting, and terminology.
• Experience working within document templates and style guides.
• Excellent communication and collaboration skills.
• Proficiency with MS Office, including Word, Excel, and PowerPoint.
• Ability to adapt and thrive in a fast-paced, deadline-driven environment.

Responsibilities

• Translate priorities of senior leaders into clear, actionable materials for the business unit.
• Develop strategic plans, briefings, and supporting materials from leadership concepts.
• Create and maintain organizational charts reflecting structures across the unit.
• Build and maintain SharePoint sites for information sharing.
• Translate government-provided material into content for internal training and onboarding.
• Create compliant and compelling proposal content after analyzing solicitations.
• Draft, edit, format, and proofread proposal content for RFPs/RFIs/RFQs.
• Collaborate with team to integrate win themes and strengths into sections.
• Ensure data accuracy and alignment with proposal strategy.
