Job summary

GovCIO is hiring an entry-level Proposal Analyst/Technical Writer to join our dynamic team. This dual-focus role turns complex solicitation requirements into clear, compliant proposal content and produces the technical documentation—user guides, SOPs, knowledge base articles—our programs rely on.

You'll interview SMEs, translate dense technical material into plain language, and work with capture, proposal, and delivery teams who coach you as you build depth with government customers.

Qualifications

• Experience responding to government solicitations (RFPs, RFQs, RFIs, etc.).
• Ability to write compliant and compelling proposal sections in response to government solicitations.
• Experience writing and tailoring non-technical and technical proposal content for IT solutions.
• Demonstrated ability to produce technical documentation for a non-expert audience.
• Ability to interview SMEs and translate complex technical concepts into clear content.
• Strong editing and proofreading skills with consistent style and terminology.
• Experience with document templates and government formatting standards.
• Excellent communication and collaboration skills.

Responsibilities

• Translate solicitation requirements into compliant proposal content and assist in past performance/resume development.
• Draft, edit, format, and proofread proposal content in response to RFPs/RFIs/RFQs.
• Develop content using proposal best practices like storyboarding.
• Collaborate with team to integrate win themes and discriminators.
• Ensure data accuracy and alignment with proposal strategy.
• Serve as past performance or resume writer across multiple contracts.
• Deliver artifacts on schedule.
• Develop, edit, and maintain technical documentation and user guides.
