Job summary

Bixal, a consulting company headquartered in Fairfax, VA, is seeking a highly motivated Project Manager to lead day-to-day communication and project coordination for a high-impact Head Start initiative. The role requires applying agile methodologies to keep complex workstreams on track and delivering high-quality outcomes.

This full-time, remote position supports ongoing client relationships, with travel to the Washington, D.C. area for in-person meetings approximately quarterly.

Qualifications

• Bachelor’s degree and at least 7 years of relevant Project Management experience.
• Experience managing contracts for the Office of Head Start.
• Demonstrated experience with Agile methodologies (e.g., Scrum Master, Agile Coach, or similar role).
• Proven ability to manage complex, multi-faceted projects and deliver high-quality results on time.
• Experience managing federal government contracts.
• Demonstrated ability to use project management software and tools to plan, track, and report work.
• Excellent verbal and written communication skills, with the ability to communicate clearly, diplomatically, and effectively with internal teams and external partners.
• Strong interpersonal skills and experience collaborating with cross-functional teams and diverse stakeholders.
• Strong stakeholder management and communication skills.
• Experience supporting mission-critical systems with 24/7 availability needs.
• This position requires the ability to obtain and maintain a favorable Public Trust clearance in support of a federal government contract.

Responsibilities

• Lead daily project management activities to ensure smooth communication, task alignment, and timely delivery of project work.
• Serve as a direct point of contact with the OHS Communications Team, fostering transparent, proactive, and professional communication.
• Collaborate closely with cross-functional teams to set priorities, track progress, and align workstreams.
• Facilitate agile ceremonies (e.g., sprint planning, retrospectives, stand-ups) and support the implementation of agile practices across the team.
• Develop and maintain project schedules, work plans, and timelines using project management tools and methodologies.
• Monitor project risks, dependencies, and progress, escalating issues when necessary and driving solutions to keep work on track.
• Coordinate with external partners and stakeholders, building strong relationships grounded in respect, clarity, and diplomacy.
• Contribute to process improvements that enhance team efficiency, communication flow, and delivery quality.
• Produce clear project documentation—including reports, updates, and deliverable tracking—to support client visibility and decision-making.
