Job summary

Bixal is seeking an experienced Program Manager to lead delivery of a federal open data platform that serves researchers, policymakers, and the public. You will own the product roadmap, manage a 15–25 person cross-functional team, and partner with CMS data owners to drive growth and impact.

The role requires deep federal health data knowledge, strong agile leadership, and excellent stakeholder engagement. This is a full-time position with potential for extension based on contract performance.

Qualifications

• Master's degree in management, public administration, IT, or a related field.
• 10+ years of program or project management experience.
• 4+ years on open data projects, with DCAT-US 3.0 experience.
• 4+ years working directly with CMS programs or data.
• Experience managing cross-functional teams, with the ability to lead 15–25 people.
• Deep knowledge of Agile product management principles, including sprint planning, backlog management and release planning.
• Familiarity with Jira, Confluence, Slack, and GitHub.
• Ability to obtain and maintain a favorable Public Trust determination for a federal contract.

Responsibilities

• Lead a cross-functional delivery team, and scale staffing as needed.
• Own the product strategy and rolling roadmap; prioritize the backlog and update the roadmap at the start of each PI.
• Lead the agile cadence: two-week sprints, three-sprint PIs, planning, demos, retrospectives, and Scrum of Scrums.
• Oversee all task order management, including project and sprint planning, financial tracking, and estimate at completion.
• Produce Monthly Status Report and Project Status Dashboard using live Jira/Confluence data.
• Develop and maintain the QASP and report performance against metrics.
• Identify risks and blockers and coordinate with client agency for a path forward.
• Serve as the primary client contact including the COR and CO and Product Owners.
• Coordinate with the Office of Communications and data owners; onboard new data owners.
• Plan and deliver at least 10 data product releases per contract year.
• Oversee help desk operations, user communications, outreach, and leadership presentations.
• Apply open data standards and governance workflows.
• Coordinate with other client agency contractors in cross-contractor forums.
• Lead transition-in activities to reach full operational capability within six months; deliver Transition-Out plan 90 days before end.
• Other duties as assigned.
