Job summary

The State of Washington is seeking a Management Analyst 4 to lead cross-divisional project management and process improvement for Apple Health. You will analyze data, advise leaders, and guide legislative impacts on Medicaid operations and providers.

This remote role requires strong leadership and collaboration with state partners. You will drive performance dashboards, facilitate diverse stakeholder groups, and ensure effective communication of complex findings to technical and nontechnical

Qualifications

• Advanced Research and Analytical Thinking: ability to lead complex research and translate findings into recommendations.
• Complex Problem Solving and Decision Support: evaluate issues, assess risks, and support management decisions.
• Business Process and Program Improvement: lead evaluations and implement improvements for efficiency and service delivery.
• Policy and Organizational Impact Analysis: analyze laws, rules, policies and impacts.
• Advanced Data Analysis and Performance Management: integrate data sources and develop performance measures.
• Complex Project and Initiative Leadership: lead multi-partner projects with dependencies and impacts.
• Management Consultation and Communication: advise senior leaders and present findings clearly.
• Leadership and Partner Facilitation: coordinate diverse groups and provide guidance to staff.

Responsibilities

• Lead cross-divisional improvement efforts and project management initiatives.
• Manage multiple projects with defined scope, methodology, and deadlines.
• Oversee lifecycle of projects for new/ enhanced technologies.
• Develop processes to monitor outcomes and measure performance.
• Analyze data trends and build dashboards to track program performance.
• Collaborate on call flow and messaging enhancements for providers and staff.
• Prepare divisions for program changes with clear procedures and communications.
• Perform legislative analysis to identify impacts on operations and clients.
• Present findings with evidence-based recommendations to senior management.
