Job summary

Washington State Health Care Authority is seeking a Management Analyst 3 for the Apple Health Eligibility and Access Division. This remote, nonpermanent role focuses on research and analysis of business processes, policy implementation, and coordinating technology enhancements to improve Medicaid services.

You will work with leaders across the division, manage complex workloads, and prepare staff communications while leveraging tools like Power BI and SharePoint.

Qualifications

• Research and analytical thinking: independently research, gather, evaluate qualitative/quantitative info.
• Problem solving: analyze moderately complex issues and recommend practical solutions.
• Process and program analysis: evaluate workflows to identify gaps and improvements.
• Policy and regulatory analysis: interpret laws, rules, policies, and requirements.
• Data analysis and performance measurement: analyze data to support objectives.

Responsibilities

• Monitor proposed changes to laws, policies, and requirements and advise on implementation.
• Research and analyze operational efficiency; identify root causes and improvements.
• Lead cross-functional workgroups to improve operations and customer experience for Medicaid clients.
• Coordinate business side of tech enhancements with IT, including requirements gathering, testing, and rollout.
• Provide first-level technical support, manage system access and RBA matrix for onboarding/offboarding.
• Review/export data from CMS Avaya Supervisor and Barcode to feed dashboards.
• Write and maintain standard procedures for staff use in client cases and calls.
• Develop and maintain division resources using SharePoint, Excel, OneNote, and Power BI.
• Write division communications including huddle agendas and program updates.

Bachelor's degree in Business Administration, Public Administration, Law, Public Health or related field
