Job summary

eTel seeks a program operations professional to lead the NIH Governance, Risk & Compliance ZTA support services. You will maintain schedules, logs, and reports, manage the Quality Control Plan, and administer the OCIO ZTA Wiki with defined owners and reviews.

You will also run the ZTA help desk in ServiceNow and produce key metrics in Power BI. This role requires 4+ years in federal contracts, NIH suitability eligibility, and strong Excel, PowerPoint, and MS Project skills.

Qualifications

• Bachelor's degree plus 4+ years of program or business analysis, preferably on federal contracts.
• Experience producing monthly status reports and maintaining schedules and risk logs.
• Advanced skills in Excel, PowerPoint, and MS Project.
• Ability to obtain an NIH suitability determination and PIV credential; fluent in English.

Responsibilities

• Maintain IMS updates, action items, risk and issue logs, and meeting minutes.
• Prepare the Monthly Status Report, including performance metrics and the GFE inventory.
• Administer the Quality Control Plan: track definitions of done, three-gate review sign-offs in Jira, comment-disposition matrices, and the five-business-day correction cycle.
• Manage the OCIO ZTA Wiki: Git-versioned pages, each with an owner, version, and review date; quarterly refresh cycles; and a 100% freshness target.
• Run the ZTA help desk queue in ServiceNow. Route questions to the right pillar SME, make sure answers go out within three business days, and turn recurring questions into FAQs.
• Coordinate monthly IC office-hours logistics and track attendance by IC. Distribute the monthly enterprise communications with ISAO and track their reach.
• Maintain the Process Integration Tracker (Subtask 2.3).
• Build Power BI dashboards for delivery, adoption, and ZT maturity metrics, and check every release for Section 508 conformance.
