Job summary

ICF seeks a Prevention Manager to strengthen a prevention-oriented culture across ORR’s care provider network. You will lead a team of prevention experts, align policy and training, and drive quality improvement through data analysis of incidents, monitoring, and audits.

You will coordinate with PCAN and other stakeholders to ensure consistent application of prevention requirements, translate insights into policy, and mentor four Prevention Specialists in a fast-paced federal program environment.

Qualifications

• Master’s degree in social work or related field
• 7+ years of experience with child welfare populations to improve quality and safety
• 5+ years of experience with immigrating children and families

Responsibilities

• Lead the prevention team with overall direction and quality oversight.
• Coordinate prevention activities with PCAN while maintaining system-improvement focus.
• Establish a structured quality planning cycle integrating incident data, monitoring findings, and provider performance.
• Assess provider protocols, practices, workforce, culture, and safety to identify systemic vulnerabilities.
• Develop methodologies for assessing prevention culture and safety across ~150 programs.
• Synthesize findings to identify recurring risks and priorities for intervention.
• Translate analysis into actionable recommendations for ORR on prevention strategies and tools.
• Oversee translation of PSA and safety requirements into clear provider practices.
• Guide development of prevention frameworks, tools, templates, and monitoring instruments.
• Lead strategies for implementing prevention practices within provider workflows and supervision structures.
• Provide strategic direction for system-level training and communications on prevention principles.
• Coordinate activities across ORR offices and stakeholders for consistent interpretation.
• Determine when SME input is needed and integrate it into analysis and recommendations.
• Review analyses and deliverables for rigor, consistency, and value.
• Establish performance measures for tracking implementation and effectiveness.
• Brief ORR leadership on risks and progress; mentor Prevention Specialists.

Education

Master’s degree in social work or related field
