Job summary

JLL is seeking a Lead of Preconstruction to turn project briefs into fundable proposals and bid packages. You will manage estimating, bid packaging, and constructability from pursuit through award, with oversight of one or two preconstruction managers and a strong cost estimating background.

You’ll lead cost estimating using COSTX or similar tools, coordinate with Project Managers, and ensure compliant, well-documented bids for complex, cost-heavy projects in multiple markets.

Qualifications

• Bachelor's degree in Construction Management, Engineering, Architecture, or related field.
• 7+ years of experience in commercial preconstruction, estimating, or bid packaging.
• Hands-on estimating experience and basis-of-estimate files.
• Proven vendor coverage: RFIs, apples-to-apples scopes, no surprises.
• Ability to write exclusions and procurement plans for compliance.
• Experience building a critical-path bid schedule and work-package structure.
• Strong leadership, organizational, and communication skills.

Responsibilities

• Develop estimates, bid templates, and detailed take-offs using estimating tools.
• Lead vendor strategy with the Project Manager and collect bids.
• Assemble full proposal package: scope, procurement plan, safety, logistics.
• Recommend lump-sum vs GMP; prepare resource and finish plans.
• Support Target Value Design and translate docs into bid packages.
• Feed Go/No-Go and compliance review with backup materials.
• Hand off baseline to Construction Manager with coverage and schedules.
