Job summary

Missouri Development Finance Board (MDFB) seeks a Portfolio Manager to actively manage MDFB assets, including three structured parking facilities in St. Louis, and to oversee capital projects and third-party service contracts.

You will serve as the lead contact for public-private partnerships, performing feasibility assessments and financial analyses to support Board decisions. This role requires advanced knowledge of economic development tools and public financing mechanisms, with hands-on

Qualifications

• Bachelor’s degree in finance, business administration, or related field; Master’s preferred.
• Experience with complex financing strategies using public and private sources.
• Understanding of real estate principles and construction delivery methods.
• Ability to build relationships with state/local governments and private sector partners.

Responsibilities

• Actively manage MDFB asset portfolio, including structured parking facilities in St. Louis.
• Manage capital projects and third-party professional service contracts.
• Lead requests for Board involvement in PPPs including feasibility assessments and financial analysis.
• Negotiate and structure projects to minimize risk and advance state and community priorities.
• Present reports and project recommendations to the Board of Directors.
• Travel required throughout the state.
