Job summary

1 Alpha Consulting LLC is seeking an experienced Oracle Developer to modernize legacy Oracle Forms to Oracle APEX, running on Oracle Database 19c. The role supports the Department of Environmental Protection projects, with a focus on security, performance, and maintainability in a remote-capable setup for Pennsylvania-based operations.

The ideal candidate will have 5+ years in Oracle PL/SQL and APEX, strong E-Business and data modeling experience, and a proven ability to collaborate in Agile

Qualifications

• Bachelor's degree in computer science or a related field.
• At least five years of experience developing in Oracle PL/SQL, including stored procedures, functions, packages, and advanced queries.
• At least five years of experience developing applications using Oracle APEX.
• Strong knowledge of Oracle RDBMS, with Oracle Database 19c experience preferred.
• Experience using SQL Developer and/or TOAD.
• Understanding of data modeling principles.
• Experience integrating web services.
• Experience with performance tuning, debugging, and testing SQL queries, views, and stored procedures in Oracle and SQL Server.
• Strong analytical and problem-solving skills.
• Excellent written and verbal communication skills.
• Ability to work remotely within a two-hour radius of Harrisburg, PA.
• Adherence to a 37.5-hour workweek, with prior permission for extra hours.

Responsibilities

• Analyze architecture, data structures, integrations, and functionalities of existing Oracle Forms apps.
• Support migration from Oracle Forms to Oracle APEX.
• Design and develop modern Oracle APEX UIs with the tech lead.
• Establish UI/UX design standards for future Oracle APEX apps.
• Develop and maintain PL/SQL procedures, functions, packages, and advanced queries.
• Perform data pulls, analysis, and scripting to support reporting and enhancements.
• Review documentation to understand system requirements and architecture.
• Implement and support application security, roles, and authorization models.
• Conduct performance profiling and tuning for maintainability and responsiveness.
• Debug and test SQL queries, views, and procedures in Oracle and SQL Server.
• Create technical and system documentation; participate in all SDLC phases.
• Work in Agile/Scrum with technical and business stakeholders; mentor Commonwealth IT staff.
• Assist with production deployments and release management; provide weekly status updates.
