Job summary

State of PA is seeking an experienced Oracle Apex & Forms Developer in Harrisburg to modernize legacy Oracle Forms to Oracle APEX on Oracle Database 19c. The role supports mission-critical environmental systems within the Commonwealth and requires strong PL/SQL and APEX skills.

You will design secure, maintainable interfaces, perform data-driven analysis, and participate in all SDLC phases while mentoring Commonwealth IT staff.

Qualifications

• Bachelor’s degree in computer science or related field.
• 5–7 years of experience in Oracle PL/SQL including stored procedures, functions, packages.
• 5–7 years of experience developing with Oracle APEX.
• Strong knowledge of Oracle RDBMS (Oracle 19c preferred).
• Experience with SQL Developer and TOAD.
• Understanding of data modeling principles.
• Experience with performance tuning, debugging, and testing SQL queries, views, and procedures in Oracle and SQL Server.
• Strong written and verbal communication skills.

Responsibilities

• Analyze architecture, data structures, and integrations of existing Oracle Forms applications.
• Support migration and conversion of Oracle Forms-based apps to Oracle APEX.
• Design and develop modern APEX user interfaces with the technical lead.
• Assist in establishing UI/UX design standards for future APEX apps.
• Develop and maintain PL/SQL stored procedures, functions, packages, and advanced queries.
• Perform data pulls, data analysis, and scripting to support reporting and enhancements.
• Review documentation to understand requirements, architecture, reporting, and functionality.
• Implement and support application security, roles, and authorization models.
• Conduct performance profiling and tuning to improve maintainability and responsiveness.
• Generate technical, business functional, and system documentation.
• Participate in all phases of SDLC including requirements, analysis, coding, testing, deployment, and post-production support.
• Provide mentoring and knowledge transfer to Commonwealth IT staff and other developers.
• Assist with production deployments and release management activities.
• Provide weekly status updates to management.
• Generate reports for executive management, end-users, and BIT staff.
