Job summary

LEMOINE Company seeks an Operations Manager to run the day-to-day resiliency service line and to grow it. This leader reports to the VP and oversees operations and sales, engaging with state and local governments, utilities, and private clients.

The role involves leading engagements, staff development, managing project financials, and maintaining a robust pipeline for pursuits across multiple states and service lines. Remote work is allowed with travel to engagements.

Qualifications

• Bachelor's degree or equivalent experience in a relevant field.
• 7+ years in emergency management, disaster preparedness, hazard mitigation, grant administration, or related areas.
• Experience delivering services such as emergency operations planning, training and exercise programs (HSEEP), and staff augmentation.
• Willingness to travel and support after-hours business development as needed.

Responsibilities

• Manage day-to-day operations of the resiliency service line, including staffing, scheduling, and client communication.
• Own project-level financial performance: budgets, margins, billing, utilization, forecasting; report to VP.
• Lead market pursuits, build client relationships, and close new work in a seller-doer capacity.
• Support large, multi-state pursuits and teaming strategies with senior leadership.
• Serve as main client contact; ensure satisfaction and position for repeat business.
• Translate federal/state program requirements into executable project plans.
• Provide advisory services across the portfolio, including planning, grant administration, and program management.
• Recruit, develop, and retain project managers and subject matter experts.
