Job summary

Catholic Relief Services seeks an Advisor II, Award Management Advisor to provide full-cycle award management for World Bank-funded programs and contracts. You will support opportunity assessment, negotiation, startup, implementation, compliance, and learning across CRS teams.

The role requires strong knowledge of donor award management, World Bank regulations, and risk management; you will mentor teams, ensure compliance, and help strengthen CRS's project delivery in international contexts.

Responsibilities

• Advise CRS teams on management and administration of World Bank-funded grants, government consultancy contracts, and MDB-financed agreements throughout the award lifecycle.
• Research, interpret, and advise on World Bank regulations, procurement requirements, contractual obligations, reporting expectations, ESF requirements, and donor compliance standards.
• Support review, negotiation, interpretation, and administration of award and contract terms; identify compliance and operational risks and mitigation measures.
• Provide award management guidance and troubleshooting to project teams for implementation challenges, audits, amendments, and closeout requirements.
• Support due diligence, risk assessments, and internal review processes for World Bank and MDB funding opportunities and contribute to capture planning.
• Collaborate with Business Development, Program Quality, Finance, and other stakeholders to support award negotiations and transition to implementation.
• Advise project teams on start-up readiness, including implementation planning, staffing, compliance processes, financial management requirements, coordination mechanisms, and risk management measures.
• Collaborate with Country Programs and global support functions to promote effective project implementation and fulfillment of contractual obligations.
• Monitor and analyze award performance, compliance trends, implementation challenges, operational risks, and spending patterns; recommend corrective actions.
