Job summary

Capsure is seeking a part-time contractor to join our remote team and adjudicate complex certified payroll flags. You will review AI-assisted results, provide written regulatory interpretations, and defend audit-logged decisions with source citations.

You will advise on wage determinations, apprenticeship ratios, and classification issues, drawing on IRS and DOL guidance. The role is 10–20 hours weekly, fully remote, with hourly or retainer payment options.

Qualifications

• Hands-on experience with Prevailing Wage and Apprenticeship requirements under IRS sections 45 and 48.

Responsibilities

• Review AI-escalated compliance flags and render written decisions with source citations for audit logs.
• Adjudicate worker classifications and ratio eligibility against wage determinations.
• Evaluate apprenticeship ratio calculations and RAP documentation for compliance.
• Interpret wage determination scope using SAM.gov and DOL resources.
• Translate edge-case decisions into documented rules for the validation engine.
• Support customers during IRS or DOL inquiries with expert commentary.
