Job summary

Public Consulting Group is seeking a Title IV-E Licensing Specialist in Wisconsin to support licensing compliance for child welfare programs. You will coordinate with county and private agencies and ensure licenses are recorded in the state information system, while verifying caregiver background checks meet federal and state rules.

An ideal candidate will be detail-oriented, a team player, and able to support state government and human service agencies effectively.

Qualifications

• Bachelor’s degree preferred.
• 0-2 years of relevant work experience.
• Strong written and verbal communication and client-facing skills.
• Proficient with Microsoft Office applications (Excel, Word, Outlook).
• Proficient in written and spoken English.

Responsibilities

• Work with county and private child welfare agencies to ensure all federal and state licensing guidelines are met.
• Coordinate with county and private agency staff to verify all child welfare licenses are entered into the state system.
• Ensure caregiver background checks meet requirements and upload results to the state system.
• Identify and verify all required caregiver background checks for foster/adoptive homes and staff before Title IV-E funding.
• Maintain caregiver background check data in state-approved systems.
• Understand and apply federal Title IV-E licensing rules for foster care and adoption.
• Monitor licensing performance metrics and provide information/technical assistance to clients.
• Participate in state and federal audits related to licensing.
• Maintain positive relationships with clients and colleagues and foster information sharing.
• Travel within Wisconsin, as needed.
