Job summary

AlphaGov is seeking a Program Manager to lead design and implementation for a HUD CDBG-DR homeowner recovery program serving Alaska communities affected by Typhoon Merbok. You will oversee homeowner intake, case-management, and grant compliance across the project lifecycle.

This remote-first, contract-based role requires strong program leadership, cross-functional coordination, and experience with federally funded housing programs. Occasional travel to client sites may be required.

Qualifications

• Program management experience with federally funded recovery or housing programs.
• Multi-year program leadership across delivery, reporting, and stakeholder coordination.
• Experience managing cross-functional teams, partners, schedules, budgets, and quality controls.
• Comfortable as a 1099 / project-based collaborator.

Responsibilities

• Lead the overall homeowner recovery program implementation plan and delivery model.
• Oversee applicant intake and case-management operations, including workflows and file quality.
• Coordinate rehabilitation and reconstruction delivery with construction partners and field teams.
• Align grant compliance, Duplication of Benefits procedures, and audit-ready documentation with program specialists.
• Coordinate HUD environmental review inputs with the Environmental Review SME.
• Manage client reporting, communications, schedule, budget, and closeout accountability.
