Job summary

AlphaGov seeks a HUD CDBG-DR Compliance SME to own grant compliance for a homeowner recovery program. The role focuses on building an audit-ready framework, ensuring Duplication of Benefits controls, and advising on 2 CFR 200 procurement for program and construction activities.

This is a remote-first, project-based opportunity with potential client travel. You will coordinate with the Program Manager and Environmental Review SME to prepare monitoring-ready documentation and support HUD reviews,

Qualifications

• Working knowledge of HUD CDBG-DR requirements, including 24 CFR 570 and applicable Federal Register notices.
• Working knowledge of 2 CFR 200 procurement and grant-administration requirements.
• Hands-on experience building compliance controls, review procedures, and audit-ready records.

• Establish Duplication of Benefits procedures, controls, and quality reviews
• Advise on 2 CFR 200 procurement compliance for program and construction activities
• Prepare monitoring-ready documentation and support client or HUD reviews
• Coordinate compliance work with the Program Manager, Case Management Operations Lead, Environmental Review SME, and construction partner
• Track corrective actions, documentation quality, and closeout readiness

What you’ll do

• Design and maintain the CDBG-DR compliance framework, procedures, and SOPs

• Prepare monitoring-ready documentation and support client or HUD reviews

• Track corrective actions, documentation quality, and closeout readiness

Required

• Working knowledge of HUD CDBG-DR requirements, including 24 CFR 570 and applicable Federal Register notices
• Working knowledge of 2 CFR 200 procurement and grant-administration requirements
• Hands-on experience building compliance controls, review procedures, and audit-ready records
• Comfortable as a 1099 / project-based collaborator

Nice to have

• Prior CDBG-DR grantee or implementation-contractor experience
• Duplication of Benefits, DRGR, reporting, or monitoring-response experience
• Alaska, rural, tribal-area, or disaster-recovery program experience
• Experience supporting housing rehabilitation or reconstruction programs
