We are seekinga HRGeneralist to join our Office of Relations, Management, and Support (ORMS) teamat the Oregon Department of Education(ODE).
This position follows a hybrid work model. Onsite presence will be required when business or operational needs are best supported in person, such as collaboration, training, or work that requires access to onsite resources.A driver’s license, an acceptable driving record, a personal vehicle, or an alternative means of transportation arerequired.This is an FLSA-exempt position andfrequentlyexceeds a 40-hour work week andoccasionallymay require some evening and weekend work.
Employees approved to work remotely must have a reliable and secure internet connection andmaintaina professional work environment that supports productivity. While working remotely, employees are expected tomaintainthe same level of performance, responsiveness, communication, and availability as they wouldinthe office.
This positionserves as the subject matter expert inkey Human Resources functions, including protected leave administration, classification and position management, and employee relationsand will provide support to training and development and the HR Business Partners. The role provides guidance and technicalassistanceto managers, supervisors, andrepresentedemployees on classification, compensation, and leave matters. Additionally, the position analyzes workforce data to support operational strategies and serves as a resource for Workday and other HR systems

Administer protected leave programs bydeterminingeligibility, coordinating leave case management, ensuring compliance with federal and state leavelaws,maintainingaccuraterecords, and providing consultation to employees and managers.
Serve as a cross-functional HR partner by collaborating with managers, payroll, budget staff, and agency stakeholders to ensureaccurateHR data, compliance with policies and collective bargaining agreements, and effective resolution of workforce issues.

Abachelor’s degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations, or a job-related course of studydeterminedby the appointing authority and two years of Human Resource professional-level experience related to the position.

Valid Certification as a Professional in Human Resource awarded by the Human Resource Certification Institute, and threeyearsHuman Resource professional-level experience related to the position.

FiveyearsHuman Resource experience related to the position. Three of the five years must have been attheprofessional level.
A master’s degree in any of the above listed courses of study may substitute for one year of professional-level experience.
The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.
Valid certification as a SHRM Certified Professional awarded by a nationally recognized organization substitutes for one year of human resource professional-level experience.
Valid certification as a PSHRA-CP from the Public Sector HR Association substitutes for one year of professional human resources experience.
Employee Relations and ProfessionalJudgment: Experienceassistingwith employee relations activities by answering routine questions, gathering information, and applying established guidelines, policies, procedures, collective bargaining agreements, and employment laws. Ability to recognize issues requiring higher-level review and appropriately escalatortorefer matters to senior Human Resources staff.
Professional HR Documentation: Experience preparing clear,accurate, and professional human resources documentation, including position descriptions, classification analyses, employee relations correspondence, and case-related materials. Ability to gather and organizeinformation, draft documents for review,maintainconfidentiality, and support higher-level Human Resources staff in employee relations and classification activities.
