Job summary

ICF is seeking a senior Homeless Services, HMIS Manager to lead the administration and operation of the HMIS for a large Continuum of Care. You will manage a team of system administrators and analysts, ensuring reliable data systems, coordinated reporting, and continuous improvement aligned with HUD requirements and CoC policies.

You will work with the HMIS vendor and internal partners to meet performance outcomes, provide clear stakeholder communication, and drive data-driven resource

Qualifications

• Bachelor's degree or higher in a relevant field; master's preferred
• Professional experience with HMIS and homeless services data systems
• Proven ability to manage teams and deliver outcomes in ambiguous situations
• Strong understanding of data systems, operations and technical environments
• Experience with project management methodologies for software/data lifecycles
• Experience interpreting data and advising executive leadership
• Knowledge of HMIS governance and policy

Responsibilities

• Oversee day-to-day HMIS operations ensuring reliability, efficiency, and quality
• Ensure data projects and system improvements are delivered on time and within budget
• Develop and enforce processes to maintain system performance and data quality
• Resolve complex technical issues with HMIS vendor and cross-functional teams
• Ensure HUD HMIS requirements and CoC policies are correctly implemented
• Coordinate with HMIS leadership, vendor, and partners to reach performance benchmarks
• Provide updates on vendor performance, data quality, and compliance
• Align strategy with priorities across the HMIS team
• Coach and develop HMIS staff and foster a high-performance culture
