Job summary

Mathematica is seeking a Managing Consultant for Home and Community Based Services (HCBS) to lead state policy and program design with a focus on LTSS and Medicaid, including HCBS waivers such as 1915(c/i/j). You will collaborate with government agencies, providers, and communities to enhance service access, payment strategies, and CMS submissions while mentoring staff and building capacity.

Qualifications

• Master's degree in public policy, public administration, public health, healthcare administration, business, or a related field (or equivalent experience)
• At least five years of experience managing complex projects or tasks related to healthcare or health policy
• Strong understanding of LTSS programs including HCBS waivers (1915(c/i/j) and 1915(k)) and Medicaid benefits (PACE, SNFs, ICF-IID) and related regulations
• Experience navigating federal regulations for HCBS LTSS (HCBS waivers, PACE, NF transitions)
• Ability to lead activities and manage tasks through the project lifecycle in a collaborative environment
• Excellent written and oral communication for diverse stakeholder audiences

Responsibilities

• Lead or participate in multidisciplinary teams to improve, implement, monitor, and advise on state policy and programs.
• Provide consulting to state/local clients; support development of health policies and reimbursement policy; assist with CMS submissions; help negotiate new policies and programs.
• Provide energy and organization to keep projects on time and on budget; facilitate communications across stakeholders.
• Author client memos, TA tools, issue briefs, analytic reports, and webinars.
• Conduct research using quantitative or qualitative methods for impartial data collection and reporting.
• Lead and help develop proposals for new projects.
• Represent the company's expertise through publications, conferences, and technical communications.
• Interact with state officials to implement and assess programs.
• Contribute to growth and knowledge of other state health and Medicaid staff
