Job summary

Mathematica is seeking a Managing Consultant for Home and Community Based Services (HCBS) with remote-eligible work. The role focuses on LTSS policy, HCBS waivers, and related Medicaid programs, advising state and local clients, and leading multi-disciplinary teams to design and implement improvements.

You will develop policy analyses, facilitate CMS submissions, and represent Mathematica through publications and talks.

Qualifications

• Master's degree in public policy, public administration, public health, healthcare administration, business, or a related field (or equivalent experience).
• At least five years of experience managing complex healthcare or health policy projects.
• Strong understanding of LTSS programs and HCBS waivers (1915(c/i/j/k)) and Medicaid State Plan benefits.
• Experience navigating complex federal regulations for LTSS/HCBS programs.

Responsibilities

• Lead or participate actively in multidisciplinary teams to improve, implement, monitor, and advise on state policy and programs.
• Provide consulting services to state and local clients; support development of new health policies and reimbursement policy.
• Support negotiations of new policies and programs with CMS and other approving entities.
• Keep projects on time and on budget and coordinate communications among stakeholders.
• Author client memos, analytical tools, issue briefs, chapters of analytic reports, and webinar presentations.
• Conduct research using quantitative or qualitative methods.
• Lead and help develop proposals for new projects.
• Represent the company's expertise through publications, conferences, and technical communications.
• Interact directly with state officials to implement and assess programs.
• Contribute to the growth, expertise, and institutional knowledge of other state health and Medicaid staff.
